I picked up one of my water bowls to refill it, and Tony was under it. He was kind of sticking out of his shell, but he didn't move at all. Is he dead or just sleeping??

Did it look like he could have been under there to molt or hide? I have one molting under mine right now. Can you smell him in any way? That way you could know for sure if that's him that smells. Dead crabs smell like rotting fish. At least mine did. Let us know what happens.

Smell is definitely an indicator. Another is what happens when you pick them up. For me, when Wayne died, she wasn't just "sort of" hanging out of her shell... all of her legs were out and she was on her back. When I picked her up, she slid right out of her shell (completely).
If you pick Tony up, what happens? I know I have one crab in particular who likes to just "chill" partially out of his shell. If I pick him up he retreats way back inside.
